Limited Account Access?

Since the 20th of this month I have had a problem with Pay Pal about having limited access to my Pay Pal account. Obviously I never made a transaction on the 20th and would like to know how to resolve the issue? I have attached what I see in my account but not sure why I keep getting this issue.... I tried resolving it but nothing has been resolved and I tried contacting customer service on the issue but all I get is a machine.
On one of the attachments, I click on a resolve button but it does not let me resolve the issue at all. In a nutshell, I think this is just a scam and wondering how can I clean up this problem?

I'm being told that I have limited access to my account unless I reimburse a chargeback. I called already but they haven't done anything about the issue it seems. I thought this would be an instant thing they would lift but apparently they did not take my 72 dollars from my pay pal balance to give the people the money. I'm not sure what's going on anymore.
