Are pirate IPTV devices allowed on PayPal?

A user who goes by the name of "thisguy1337" is repeatedly posting on Torrentfreak links to an eBay search for "Fully Loaded Fire Sticks" that can be bought with PayPal.

Is this allowable, as he is claiming You (PayPal) are deliberately allowing these sales as you profit off them.
