Hello,
I got an item from a seller for $110, that isn't as described (significantly) and I started a dispute. Seller agreed to refund me $55 partial refund and I keep the item. However, because of the dispute she now has a negative balance on her account, and when she goes to refund me it says she's paying:
$55 refund to me
$1.90 in fee's
Total of $163.41
Why is she being charged this much and not $56.90? Where is the extra $106.51 going? Will it go to paypal, back to her paypal balance, or?
I'd like to get my refund, but she understandably doesn't want to pay all more than the $56.90 if she doesn't have to. I'd like to help figure this out so I can get my refund!

When you filed dispute PayPal put the transaction amount on hold which put seller account in the negative for the entire amount because the original money was withdrawn by seller from their account and used. So seller now has to zero out the negative balance, plus refund you. Whatever is left over after partial refund and closing of the dispute will be in seller balance and they can withdraw it back to their bank.

The seller can do the partial refund within the dispute instead of making an additional payment of $55.
