Dispute denied with provided tracking number.

I bought an item, received a wrong one so I returned it to the seller. Seller refused to refund, closed my account.

 

I opened a dispute, and I was asked to provided the proof of return. I sent the tracking but keep getting denial email saying that no tracking was provided.

 

What should I do? the respond button in Resolution center does not even work.
