So I just started reading up about chargeback scam after someone did one on me.
Now I'm out the money that I was supposed to have received, and somehow Paypal is charging me an extra $21. (I've never received any money from the transaction that was charged back)
why am I paying the extra $21 on top of losing what I sold??

That's the PayPal chargeback fee. It's $20, not $21.
To cover the cost of processing chargebacks, PayPal assesses a Chargeback Fee to sellers for credit card payment chargebacks.
(A chargeback may occur when a buyer rejects or reverses a charge on his or her card through the card issuer).
This Fee does not apply if the transaction is covered by PayPal’s Seller Protection Programme.

Same here. Not only did they get a refund I had to pay an extra $20. Furthermore, I've been trying to contact the buyer since they opened the case but they don't respond. I want my item back but I guess this wont happen.
Does PayPal even bother to check if buyers have opened up similar cases before? If they've done this before, isn't it a good indicator that they're scam artists? What exactly is it that you check in those long days you spend "reviewing" the case? Do you just check if I qualify for seller protection and if I don't then too bad for me?
After endless complaints and questions from sellers regarding chargeback scams, why haven't you done something to actually protect sellers. Demanding tracking numbers from only from sellers is not enough.
Why not wait until the buyer returns the item with a tracking number? You already have control of my money, I don't think you have much to fear.
Why not let sellers open up a case if they haven't received their item back? The instance of someone actually being a victim of stolen creditcards seems to be a lot less likely than people scamming sellers and keeping the now "free" item.
It's not the first time I've been scammed and PayPal always take's the scammer's side.

I feel you people at Paypal have let the same person Scam a lot of people I know. The same person has gotten prople I know for over $2000.00 total. It is so disheartening to be telling the truth and the person gets away with scamming you. You have Usps receipts and tracking to show the person received the merchandice and yet , you are the one who pays! 3 times I have chargebacks and 3 times from the same person and 3 times, I lose! Not fair!

Hi I am just going threw the beginning of a chargeback scam and reading thus to know how paypal is treating you is discussing , I sold an item and the buyer is stateing I sent him something completely different, I had a weird feeling and should gave gone with my. Gut feeling after speaking with this person he asked me if my account was up to date and tokd me to watch out for scammers but I didn't think at anytime soon I was gonna be the one who was scammed and the person us the one who asked for a chargeback and my son tokd me ge probly will win and keep the item as well as the funds because he knew exactly what he was gonna do before Gand, and now reading ur message I feel disheartened and won't sell again after this person I feel gas intimidated me and made me feel ill after all I am honest and gave him the benefit of the fought and sent him the item to now be charged back in an ongoing enquiry. Why is it the victim is a victim and these people get away with it?

I sold an item on the 2nd july luckily I still had proofs of postage, paypal emailed me about a chargeback from the card issuer
the buyer had told them she didnt recognise the transaction on her card I rang paypal and while on the phone
the operator talked me through uploading the proof receipt I thought that was that untill yesterday I have more emails from paypal
saying she's opened another chargeback not recognising transaction so I have now uploaded receipt again
and have to wait another 30 days for paypal to review case when will it end , I have messaged the buyer but no response

Yes, this is most frustrating. Paypal does not seem to be on the sellers side when they are scammed. Does anyone know of an alternative to using paypal?

For people that do not return items, report them to the credit bueaus! Cable companies and libraries for instance, do this all the time! Fight back!

I later on found out the buyer has received positive reviews with comments from seller saying "SCAM!" "chargeback scam!"
..... well too late
if only I can put up negative reviews =\
