I ordered 600 shelf pull rings for resale from a liquidation website. I received a box of rings that aren't shelf pulls, with some broken pieces, and that came bundled in little bags that say Made In China. The seller responded on June 8 and it's under review by PayPal. I'm frustrated because a PayPal rep said they don't want pictures of what I received. So it's just what I say vs what they say without any evidence from me? I added the auction listing, but that doesn't seem to me like that could be enough. Why don't they want my pictures?

There are certain risks with online sales and purchases and if often comes down to how well a buyer knows a seller and how reputable the seller is. PayPal can't protect buyers from disreputable sellers; PayPal's responsibility is the transacton funds.
What happens with a not as described dispute (you didn't spedify the type), it will come down to whether the buyer or the seller provides a more credible explanation. PayPal has no way of verifying the product shipped nor the product received. Buyers and sellers can both stage photos to their benefit.
PayPal can check buyer and seller past transactions for potential issues.
If you need clarification it's best to phone PayPal customer service.

So it is just I say they say and looking at past history. Wow, I feel so protected....Not.
I'm not even allowed to see what the seller said. What a joke.

PayPal needs to make a decision based on very limited factual information. It's just part of the process. It may not be fair for buyer and it may not be fair for seller.
If you pay by credit card you would likely have better protection and you could pursue that route after PayPal. In my opinion, credit card payments are much better for buyer protection.

you are better off doing a chargeback with your credit card issuer.
then they have to prove they send you the items as described.
your cc issuer customer rep will look at your pictures and tend to side with you/
Knowing Paypal,it will not defend the seller,and your credit card issuer will decide who wins,and it will be YOU

I think PayPal Claim Reviewers just flip a one sided coin when they review claims. If they are in a good mood they will be fair and flip a 2 sided coin.
