eligible for a refund,package was sent back,then paypal closed the case for invalid tracking number!

greetings,
i recieved an other item from what i ordered, so after the seller refused to refund me, i switched the dispute to a claim.
paypal asked me to send the wrong item back(there was an address which i gave to the postman),
and ofc they asked for a valid tracking number.which i did.
also,few days later, TELUS refund me for sending the package back to the seller.

but so far, and since 1st of August,the status of the package is still : SEND ITEM ABROAD

so, here is the problem.today i login to the paypal to see what is the progress, and i found out
that the paypal decided to close my case, and to NOT refund me!

what infos was "invalid"???
how to comfirm a delivery since the status is still "SEND ITEM ABROAD"???
so, they closed the case,they WONT refund me,
PLUS, the scammer seller will pick the package i sent, when it will arrive!!!!!!!
the seller DIDNT want to refund me,so thats why the dispute switched to claim.paypal thinks the seller will refund me now after they closed my case???????????????

so let me get this...........
paypal protects and supports the scammers????  buyers and/or sellers???
how am i suppose to get my money back?
where is the "protection" that paypal keeps advertising all the time?????
can some1 explain to me what i can do now????

Tracking has to show it has been delivered,if $750 or more,signed for.

where is the package going and what does the tracking say?

hello, and ty for answering.im completely lost atm....
i pay to the seller 21 USD.
the package going to israel.and its signed.
the seller address that paypal gave me via the Resolution Center Cases was:
LAHISH 14/5
ASHKELON 7871442
ISRAEL

(today after a lot of seaching i found out the correct spelling of the address is LAKHISH and not LAHISH as paypal promped me to use)
plus,paypal didnt asked me to write a name(the seller's) on the package.is that correct? i mean, how the courier at israel will deliver the package and to whom?

So,it is from Greece to Israel,tracking shows it is still in transit.as of August 1.

Today is AUgust 31 ,tracking must show it has been delivered to Israel.

So you lost.

 

Your form of shipping probably does not track the package after it left Greece.

I am in USA,when we ship overseas,we are aware some form of post office shipping would not be tracked once it leave USA,so we  either find an expensive way to ship so we can get tracking door to door like private carrier DHL,UPS,Fed Exp.

Or we take out insurance in case it is lost or stolen.

I dont know about Greek shipping,may be your kind of shipping does not track once it leaves Greece.

thats an evidence that my package arrived!!!
furhermore, the seller was notified twice!!!

how can i speak with the paypal  to show that new evidence?

very good,it said 'he is advised to pick up the package'

go back to the case and see if there is an appeal button,click on it and add the tracking and explain the seller is not picking up the package.

Tell them you should win the case.

plus, at no phase from Dispute, Escalation........... Closed, i dont remember i could upload a photo or write something.
only at TELUS service...
now i need to send them the new facts/evidence... somehow....  -.-

PS,
i was away from home for days somewhere without internet.
the case seems be closed at 24th of August.
and if i still can do something, i have 3 more calendar days....  -.-
