Cannot access PayPal Credit or Bill Me Later

I cannot access the Credit section of PayPal at all and this means I can no longer access my Bill Me Later balance and make payments. Everytime I try to click on the PayPal Credit link after I log into PayPal I get the following error: "We are not able to process your request. Please try again later." This has been going on for at least a week and I see other users with the same issue. Please address this. It is a system issue. I've tried with Internet Explorer 9 and 10, Firefox, and Chrome on both Windows 7 and Linux. I also tried three different internet connections. I get the same error message everywhere.

We do apologize for your frustration. Bill Me Later is now PayPal Credit and is serviced through your linked PayPal Account.
We have a few suggestions we can offer publically here on The PayPal Community Forum. If they do not help, we would be happy to assist viaFacebook, Twitter or over the phone at 866-528-3733 . With a little account specific information we can dig a little deeper and find a solution.
Our suggestions are:
1. If your PayPal Credit information is not showing, or is taking you in a loop, please try opening PayPal.com in an alternate browser.
2. Please ensure your PayPal Credit and PayPal accounts are linked
3. If you already have another PayPal Cards product (PayPal Select MasterCard and PayPal Smart Connect) linked to your PayPal account, you will not be able to link PayPal Credit.
Occasionally we see PayPal Credit linked to a closed or old/unused PayPal Account. When this happens the PayPal Credit Account information will not be visible unless you log into the unused account. Our customer Support team is happy to help ensure PayPal Credit is linked to the correct PayPal Account.
Customer Support can be reached at 866-528-3733. You will be prompted to enter your account number, but if you do not know it please hold through the prompts and you will eventually be connected with a customer support representative.

But I'm sure if I miss a promoitional deadline by 1 second or 1 penny, I'll be charged a ton of interest, despite my every effort to pay on time and being thwarted repeatedly by your system.
Why "fix" something that wasn't broken? You've taken away access to something important without providing a viable alternative.

Okay. This is how you make a payment to PayPal Credit:
Log into your account.
Click on "MONEY"
When MONEY comes up, scroll all the way down the page.
You'll come to
PAYPAL CREDIT.
Scroll down further.
You'll see
VIEW STATEMENTS
Click on VIEW STATEMENTS See:
MAKE PAYMENT
Click on it!

There is no "MONEY" choice to click on.
I don't understand why they just leave their customers blowing in the wind when they know there's a problem.
