Why isn't someone doing something to fix all the software glitches in resolution

I have just searched and find for months people have been having the same issues as me.  I am supposed to respond to a dispute and the respond button doesn't do anything but take me to an error message.  While trying to create the dispute--the upload a file doesn't work either.  I have been sent instructions on how to upload a file and those are worthless because the methods they show are either from a very old platform as the options they direct you to select are non existent.  I find it hard to believe it takes months to fix this issue!

I am supposed to resolve a proof of delivery and when I click the link, there's no address or anything - only says I can return to the resolution center. I see other parts of their site work fine but yes resolution center needs to be resolved.
