PayPal closed my account after 15 yrs due to a dis...

I find this so pathetic.  I was scammed by an online gambling site which fraudently took my money via facebook--I proved page after page of evidence of the thousands scammed from my account.  Rather than help me--PayPal closed my account and customer service would not acknowledge anything I would ever provide--only continually receive automated responses.  Even though my account is not available--my PayPal credit limit was increased!!!!!  I want my account reopened as this account was used for over a thousand of transactions on Ebay without a hitch.  Pathetic!!!  Is there anything I can due about this permanent limitation about a year ago? ... Well apparently PayPal wants to keep Chumba and deactivate people like me and my account after almost 20 years with well over 1000 transactions without a problem.  Half the disputes that were still open are automatically ruled in favor of Chumba because PayPal permanently limited my account while they were still open.  The ones I should of been able to provide additional documentation--I received an email my account is limited so all pending cases are suspended and PayPal does nothing on my behalf.  They did nothing for me ONCE.   I find PayPal's resolution department absolutely worthless.  10 pages of proof meant nothing.  All they could look at was the individual amount of cases I suddenly opened but refused to take into consideration it was all against one merchant rather than it being a habitual habit for 20 years on many different sellers.   THIS IS THE REPLY I RECEIVED TO MY EMAIL WITH MY SUPPORTING DOCUMENTATION.  In between my sending this documentation is when PayPal limited my account.  How convenient!!   We appreciate your interest in PayPal. Unfortunately, our decision to limit your account is final.   PayPal reserves the right to limit any account that is involved in high risk behavior - including accounts that have an unusually high transaction reversal rate. PayPal ruled in favor of  Chumba/VGW Holdings on everything--absolutely nothing was reversed!! As a result of this limitation you will not be able to send or receive funds and we will suspend any open claims and we will deny these claims. Your purchases are no longer eligible for PayPal Buyer Protection, and future claims will be denied. Please feel free to continue and pursue a resolution directly with the seller.  (Yeah sure work with a fraudulent seller to resolve issues--what a joke!)     The resolution module never worked which I now feel was deliberate--when I called customer service--two times I was told to send my supporting documentation to an email which is entirely PayPal's automatic outgoing email and doesn't even receive incoming emails--OK NOW WE KNOW THAT WAS DELIBERATE!! So you tell me who PayPal is in Cahoots with and wants to support despite complaint after complaint on this fraudulent seller rather than help the individual!!  I can see why Ebay is switching to a different payment provider!! ... PayPal Credit on a permanently limited account th...

So because of PayPal's resolution department being totally worthless--my account was permanently limited after a flawless history of almost 20 years because of one fraudulent merchant.  My question is I still had open disputes against this merchant paid for with my PayPal Credit account.  PayPal suspended any open disputes which were opened before the limitation (so in other words are doing nothing on my behalf because once an account is limited--they wash their hands clear of doing anything  because they favor Chumba Casino)  What the heck happens with my PayPal Credit account on a PayPal account I can no longer use despite 10 pages of proof against this merchant!!  My PayPal Credit balance is all that of this fraudulent merchant and the result of disputes not even being researched.  Half my disputes still say awaiting my response (but when tried to do just that--told by customer service--their decision to limit my account is final so all open disputes will no longer be addressed!!  What kind of crap is this and how PayPal treats their long term customers!!  How the heck am I even supposed to pay this bill if I can't access the dang thing.  I have never heard of disputes being handled this way.  How can a business get away with not having to research disputes that were currently open!!!  I can see not being able to open any new ones but the ones already open should be handled thoroughly and properly from start to finish.  Just a crock!! ... The past month and a half have become a complete nightmare due to originally being stupid enough to try Chumba Casino.  I am now extremely concerned my identity is at risk because it was like pulling teeth to get verified--I began to wonder how ethical this merchant was when my Bank of America charge card had sudden foreign fees posting and I had some transactions post while my husband and I were on vacation which I do not believe I even did.  I immediately sent an email to Chumba stating I was under the assumption they were an operation in the USA because of all their websites stating "IN US" and then giving an address in California and felt I was fraudulently mislead into thinking they were a legal US operation.  I requested my money still on account be refunded.  Instead I received an email to only us my PayPal balance from Chumba for any future transactions.  Needless to say because I wanted nothing to do with an overseas operation with no US regulations in place--I disputed the transactions with the foreign fees stating not as described because somewhere in Malta--not in US as they state which means there are no regulations on Payouts, etc.  Immediately the casino deactivates my account with all my money still there and no refund as soon as PayPal escalated my claims.  I suddenly receive an email from VGW / Chumba  telling me in order to reactivate my account to stop any disputes against them. I started disputing additional transactions because now my transactions became NOT received because Chumba now kept all my money still on account.   Suddenly PayPal one by one kept ruling in favor of Chumba saying Chumba provided proof I received what was originally purchased and there is no Buyer Protection for virtual goods.  I tried explaining as soon as my account became deactivated with all my Gold Coins still on account and inaccessible to me--that became a case of NOT RECEIVED.  I had 10 pages of supporting documentation.  Trying to get any documentation to the resolution team is a joke.  The buttons to upload additional supporting documentation never works--the customer service when you would call in would give you email address to send information to which were not functioning as an email to receive responses or attachments.  <removed>.  Two times I was told to use that email all to be told by one person finally that is an automated outgoing email.  NICE and obviously very deliberate.   Now to top it off, I have had my account permanently limited because of the disputes and the disputes which were still open have become suspended and PayPal will do nothing on and rules automatically in Chumba's favor.  I have been using PayPal for almost 20 years with a wonderful reputation on EBay and no issues what so ever.  I suddenly have one merchant which is an issue and my account and supplemental income are deactivated.  I received NO assistance from PayPal in regards to anything.  So for anyone thinking of disputing Chumba / VGW Holdings keep in mind PayPal will do nothing but run you in circles and eventually treat you like you are the fraudulent one.  Please see below the response I got when I was trying to provide the additional documentation in an attempt to appeal my cases when PayPal ruled in favor of Chumba I was supposed to be given that right with being to click on the "respond" button.  This is such a pathetic situation and I can't believe PayPal conducts business this way!           Hello Thank you for contacting PayPal regarding your limitation.   We appreciate your interest in PayPal. PayPal Customer Service is the worst ever.  Please see an email from PayPal in regards to claims that were still open on my account against this fraudulent merchant when my PayPal account was limited.  Of course just like all other claims--they were denied because of no buyer protection but I was supposed to be given the chance to respond to provide additional documentation.  I send an email provided pages of supporting documentation and this is what I get in response!!!   Hello, Thank you for contacting PayPal regarding your limitation.   We appreciate your interest in PayPal. I don't know if you saw the new posting I made as it went into the payment area rather than protection for some reason, but because the individual quantity of disputes I had was more than PayPal thought was acceptable--rather than look at every piece of backup I provided them on proving my case--they have now permanently removed my ability to use PayPal.  I have been a member of PayPal for 18 years and had way over 1000 transactions completed successfully without a hitch all to have this one fraudulent merchant getting away with everything because they can get away with basically everything because of PayPal's no buyer protection policy!!  Please let me know when this private group against Chumba is created because I definitely want to be part of it.  I can't believe PayPal sides with a deceptive merchant that has complaint after complaint and rules in their favor on everything and now takes away part of my supplemental income capability of selling on Ebay!!  This is just wrong!! ... Account permanently limited after 18 years of use ...

(I apologize--this post was supposed to be under the PROTECTION category but somehow ended up under Payments)  I find this totally devastating.  I have been an upstanding member doing well over 1000 transactions on Ebay in the past and using PayPal without a hitch (except for when my Facebook account got hacked a few years ago, but that was resolved quickly).  In the past month I have recently been attempting to dispute a large amount of transactions all to one merchant VGW Holdings / Chumba Casino.  I became aware this merchant was fraudulently misleading patrons into thinking they were conducting a legal virtual business located in the US.  Suddenly I had several of my charge cards posting all these foreign fees on my account.  I immediately requested my money be refunded as I was having other issues with this vendor.  I place a dispute on the transactions that still had money on account all to have them entirely disable my account and not issue any refunds.  While I was doing my disputes I discovered some transactions that also took place while my husband and I were away on vacation (and after doing reading after--rather than before--seems to be another regular issue with this merchant on bogus charges.   I have provided all this supporting documentation in support of my claims showing how they claim they are in the US when in reality they are in Malta, showed a copy of an email showing my account was deactivated with all my money still on account, showed copies of bogus emails stating refund being processed but only taking my money out of my account but doing no refund, and on and on.  Everything I disputed was denied with no buyer protection.  I had a nightmare trying to use the resolution portal because the respond button would take you to an unable to process error--I could never upload any documentation so I would send via email/fax.   I called PayPal customer service numerous times explaining when my account became deactivated by VGW Holdings because of disputing not in the US and with a majority of everything I had purchased still on account --it became a case of not received despite them showing my initial receipt.  Received a reply from PayPal sorry can't do anything--they provided all required.  I called customer service and talked to a really nice gentleman and he said it is so irritating on how these kind of situations are handled and told me to contact my charge cards directly.  I did just that as I got no where with PayPal.  Now low and behold today I have lost access to ever using PayPal again because of having too many disputes against this one vendor.  This was not a case of buyers remorse--this is a merchant that should be stopped and now they have all my personal information and feel identity theft is a possibility in the future as well.   When I was midway in doing the disputes I received an email from PayPal stating my account may become limited if I continue in creating disputes.  Now why should I stop disputing things that legitimately need to be disputed?!  I don't know if I have any recourse or not as I was told  "We've limited your account because of the excessive number of claims you're involved in. We recently emailed you about this issue. Our records now show that since emailing you, you've continued to be involved in an excessive number of claims. This is considered abuse of our Buyer Complaint process and violates the PayPal User Agreement"  I can understand if I repeatedly disputed transactions against many sellers--but that is not the case--these are all against one seller and I am far from being the only person with an issue against Chumba / VGW Holdings.  There are many comments of people having similar issues and many comments on how PayPal does nothing for the victim and continually rules in favor of Chumba Casino.  The internet is full of comments on this fraudulent merchant but instead PayPal makes me look like the bad person and problem allowing Chumba / VGW Holdings to continue scamming people.   ... I am at a complete lose--now PayPal just permanently limited my account because of the amount of disputes I have.  I have been on PayPal years and years and did well over 1000 transactions without a hitch, now because of this one merchant I am the one suffering.  I am sick!!   ... View more
