I have a 100 percent approval with eBay, an above average customer ratingin all categories and have been selling on eBay since 1997. PayPal decided it a good idea to withold a payment from a customer because I haven't sold something that expensive in a long time. For this I have to wait 21 days. WTF????????
So I asked why and was told the reason above. When I emailed customer service they sent me back a list of reasons, none of which applied to me. I have a good credit rating to boot. PayPal told me when I called that I need enough money in my account if customer wasn't satisfied. That's crap. There are other ways to handle besides alienating me. Oh, but apparantly they are fine with taking their fee out o fthe balance in which I can not use. Ridiculous.
This infuriates me to the point that I will use eBay to sell small, non valuable items under $50. There are other options to sell rare collectables--you're not the only game in town anymore. Customer service is something lost from this once unique community.

Reasons why you may have returned to the hold as per link above possibly are >>>
1. New seller.
2. Not sold for a while and returned to selling.
3. Dipped star ratings on ebay.
4. Recent buyer disputes.
5. Selling on a different email address or ebay i.d.
6. Suddenly selling a high cost item against normal selling history?

since you have good records ,you may get payment in less than 21 days,say 3 days after tracking shows it has been delivered.
In cyberspace it is hard to tell ,a seller can post pictures of many goods when in fact he does not have any in stock or no intention of shipping any.
It is not like your local banker and a brick and mortar store,he can come into your store and look around.
I know an exporter ,whenver he travels to visit his customers,he always ask to see their warehouse ,since he extend credit to customers,he could lose his shirt if they dont pay him.
It happens once,he and his partner lost,they shipped sunflower seeds to Saudi Arabia and the buyer default,dont have money to pay and they have to dump tons of sunflower seeds in local market,since other merchants know the situation,they all submit low ball bids to take these seeds off his hands.
A well stocked warehouse is a sign the merchant is doing alright ! of course he could have tons of goods he cant sell !

It isnot picking on individual sellers,it is just the economy,plenty of people lost their job,selling their personal belongings to meet their needs,when rent or car payment comes due,they get desperate and post a picture of something they have sold long ago,or a stock picture of a gold coin,iphone 7,collect the money to tie them over.
I know on other sites,the venue is lax on how fast the seller ships,give 7 days for buyer and seller to resolve difference and then step in and takes weeks to act.
By then the seller has used your money to meet their needs,it is called interest free loan,of course they can only do it so many times.
if you think this is bad,wait till Xmas shopping kicks off,sellers are often asked to show their vendor invoice that they have lastest toys on hands or ordered from the factory ,or asked to take a picture of themselves with the merchandise they are selling with passport photos.
Or they are limited to quantity or listings for certain categories of hot items.

It could be Ebay and its buyer protection program,if you sell way above your price range ,it wants to be sure it works out well.
uploading tracking and it would be released days after it is delivered,dont forget anything 750 or more requires signature confirmation to qualify for seller protection frm both Paypal and Ebay.

PayPal can place funds holds on new and established sellers. It does not necessarily reflect on the seller themselves but based on PayPal's automated internal risk management system, the likelihood the transaction is will have dispute or chargeback on it. So stop with the righteous indignation.
