A random refund

About a month ago I woke up to a payment gift of 100 dollars, I remebered the day before I had a bet with a player in a game to see who could win a match and I won. I gave hom my paypal info and left to go to sleep. I woke up to see the money from the person and I was estatic. A month later (today) the person refunded me for 100 dollars. I don't know how to react or what to do. I do not have the money to pay this off.

Generally, not.

Your account, however, will be restricted until you pay the debt.  If you fail to pay the debt it will be sold to a debt collector for collection.

I issued a refund and paypal now says that they are going to review it. Now what do I do? I am afraid.

How did you actually issue the refund?  If you were able to  refund, then it was for goods/services.

 

So far you haven't really explained the details of what your did.

 

You need to look at the actual details for each transaction.   Your information is confusing and not chronological.

Long story short. Im left with negative 99.69 USD on my paypal account and paypal are now reviewing it. Im worried that I will loose and since i do not have money to pay ill be sued by debt collectors.

If you issued a refund, then your money is gone.  I have no idea why you voluntarily issued a refund.
