open case: return tracking information

I have a case and we agreed to do a refund when I return the item. I posted the tracking number as a message to the seller. I also accepted their refund/return action. The seller is telling me they can't do the refund unless I supply the tracking number. I see no place to supply a tracking number other than posting it as a message.
Since i have accepted the refund/return agreement I can't even seem to leave the seller messages now. Is this true or is the seller just jerking me around?

it depends on at what stage is your case ?
Paypal expects the two of you resolve the problem,if not,then escalate to Paypal review.
It sounds like you have not escalated the case yet,it is still at the level two of you are communicating.
Seller can close the case and refund,if he has received the item back.
There is no need to see tracking.
see if you can escalate the case to Paypal review and upload tracking.
