Since you are IN Australia I don't know you could close your U. S. accunt while in Australia.
You'll need to open a new Australian PayPal account. You won't be able to use any accounts or phones linked to the U. S. account; they need to be removed first

Paypal cannot prevent a person to open a Paypal account in another country as it has no way to tell,so the account is open ,say in your case,you are in AUstralia and your Paypal account is a US based account.
but then when you want to use the account,then it starts asking for documents like SS number,valid address,driver licenses,pass port etc.
you may need to call Paypal Australia and ask them to close your US account or may be they can change your country ?

There is. Go to the main page in pay pal. Go to profile and add a bank account. You can set what ever one you like a primary. I have alos linked a few differentones to my account. Then if you come back to the US simpily log on and switch the primary.
