Buyer manipulating Paypal policy to get a force refund

hi ,
My account has number of disputes opened in my account and after 5 days paypal able to give decision in my favour on the same day buyer disputed against the decision and filed another case changing the Case type the items are not received as described and they send E-Mail to paypal again first i spoke to a customer representitive stating that the Appeals will be resolved into your favour nothing to worry ( cos the apeals were asking anything which i want to add in my case) i provided all compleing evidence which was approved by paypal and now he is again disputing and apealing and it is blocking my business activity on paypal and ulimitely i will have a loss in context of clients and Suppliers as well.
cos in apeal he have changed the reason now paypal is saying our backoffice is investigating the case & it will take 7 more days i dont know what to do
its frustrating wasting 7 more days for an outcome

PayPal does not like risky business. Disputes are part of restricted activities according to PayPal policies
This is from the list of restricted activities:
Conduct your business or use the PayPal services in a manner that results in or may result in
- complaints;
- requests by buyers (either filed with us or card issuers) to invalidate payments made to you;
- fees, fines, penalties or other liability or losses to PayPal, other PayPal customers, third parties or you.

There is no seller protection for virtual items. This leave the seller open to losing all disputes.
PayPal is not a good venue for selling virtual items; you do so at your own risk.
Some buyers are quite educated and know how to use this vulnerability where sellers fail to realize thier own risks.

To be eligible for PayPal’s Seller Protection, you must meet all of the following requirements
- The primary address for your PayPal account must be in the United States.
- The item must be a physical, tangible good that can be shipped.

My guess would be a loss for seller.
Buyer could have a backup plan to dispute with credit card and then seller would also get a $20 chargeback fee.

not much you can do but wait for paypal to reach a decision.
You may want to look for another payment processor.

Wait, so the amount of the dispute itself is €20k or the amount from which the dispute was opened was part of a Mass Payments totaling €20k. €20K is no joke, that is grounds for "parting ways--not wanting to do business with you anymore".
