I sent money to a buyer for a service via PayPal for a service which he was unable to deliver and there was an issue with my PayPal I send ask me to send money via bank wire (refund) he said okay he will withdraw funds from PayPal he withdraw $4500 from paypal and it took 5 days for paypal to complete the process but a strange thing happened on paypal funds were processed completed for withdrawal but the funds didn't showed up in bank account he went to bank bank said we are reviewing the payment for 10 business days if we find it strange we will send it back to the source it came from (paypal) bank review completed on 2nd of this month and now 15 business days are completed he rang paypal and asked where are the funds they said it will take few days to show up as withdraw was a failure I am asking does this thing happens bank was Bank of America and usa paypal account ... I send a seller money via PayPal he got the money and then said he cannot provide me a service I asked him to send money to me via bank wire as my paypal account have issue he said I will withdraw the funds akward thing happened paypal said funds are completed transferred but the bank held the payment it was not too much only $4500 after that he said bank didn't credited that amount now they are sending funds back in paypal does this thing happenes if yes how much time bank requires the funds to show in account it's a usa bank account and usa PayPal ... Well he have changed this to abuse buyer seller protection but I won the case before where he have disputed he haven't received the services where I provided printscreen of my website and now he is saying he had not received items as described in apeal which is under further investigation (what is likely outcome of this) ... The buyer have disputed that he haven't received the services (unlock codes) I have provided first prove of that which paypal approved and gave decision in my favour after that the buyer appealed the items were not delivered as described and I again gave them prove the buyer is using my website and codes are delievered to them He changed the reasons 1) he haven't received item 2) after decision he changed reason item not described delivered Tell me what shall I do he is still using My website and orders are delivered to him ... hi ,    My account has number of disputes  opened in my account and after 5 days paypal able to give decision in my favour on the same day buyer disputed against the decision and filed another case changing the Case type the items are not received as described and they send E-Mail to paypal again first i spoke to a customer representitive stating that the Appeals will be resolved into your favour nothing to worry ( cos the apeals were asking anything which i want to add in my case) i provided all compleing evidence which was approved by paypal and now he is again disputing and apealing and it is blocking my business activity on paypal and ulimitely i will have a loss in context of clients and Suppliers as well.   cos in apeal he have changed the reason now paypal is saying our backoffice is investigating the case & it will take 7 more days i dont know what to do its frustrating wasting 7 more days for an outcome  ...
