Buyer manipulating Paypal policy to get a force refund

hi ,
My account has number of disputes opened in my account and after 5 days paypal able to give decision in my favour on the same day buyer disputed against the decision and filed another case changing the Case type the items are not received as described and they send E-Mail to paypal again first i spoke to a customer representitive stating that the Appeals will be resolved into your favour nothing to worry ( cos the apeals were asking anything which i want to add in my case) i provided all compleing evidence which was approved by paypal and now he is again disputing and apealing and it is blocking my business activity on paypal and ulimitely i will have a loss in context of clients and Suppliers as well.
cos in apeal he have changed the reason now paypal is saying our backoffice is investigating the case & it will take 7 more days i dont know what to do
its frustrating wasting 7 more days for an outcome

20,000 in PayPal funds! Likely to be a lot of investigating and verification. My guess is that PayPal would investigate the source of the funds from buyer to make sure both buyer and seller are not involved in any financial acitivies which would trigger suspicion with financial regulations. This could be a bigger issue than you anticipated.
