PayPal's Refund Policy Stinks

I was defrauded by a seller who deliberately described an item (an Ipad mini 1st generation, that is useless and no longer supported by the manufacturer) as an Ipad mini 2 (the second generation that IS supported by Apple and is usable).  When I disputed this sale, PayPal says I have to pay out of my own pocket to return the item to the ripoff artist to get my original payment refunded.  There seems to be no penalty to the seller for the fraudulent transaction and I'm out $10 for their fraud.  This stinks!
