Hi asg77,   I believe only the seller has the option to mark it as 'item recieved' although i could be wrong though. You can try going back to your purchase history on eBay & find the item & you should see a tab that says 'more options' next to the item. The 'item recieved' option should be there but i recommended that you wait until you have the item & inspect it that way just in case something goes wrong, the money will still be on hold so that he wont spend it. Now, if you do mark it as 'item received' & if he spends the money but, something goes wrong then, this does not mean that you still cant file a claim against him as if something goes wrong, you are covered by your buyer protection plan. Hi Lolita1961Lola,   In order to have a verified PayPal account you need to have a credit card or bank account linked to your account, a debit card linked to your account, confirm your email address & confirm your Social Security umber along with your phone number. As for eBay, when you put an item up to sell, it tell you how much you can list monthly whether its 15 item per month or $500 per month which ever comes first. You can possibly have a low selling limit per month. This is a common practice to ensure that eBay community is safe & secure. Also, keep in mind that once your first item sells, your funds will be on a hold in your PayPal account until you upload tracking & PayPal sees the item is delivered. Once its delivered, they will give it 3 days for the buyer to inspect it & be satisfied, after 3 days PayPal will release the funds into your PayPal account. IF it does not get released then, simply give PayPal a call so they can do it manually. Also, if you do not ship with tracking then, PayPal will keep the funds on hold for about 21 days. As for your eBay selling limits, eBay can increase this but, i doubt that they will just increase it for you until you have sold your first item & they see that everything went well. IF you sell your first item & it goes well then, give eBay a call at (866)-540-3229 & a selling teammate will look into it & will possibly double your selling limits. So lets say your allowed only 15 items & $500 per month which ever comes first. They can double that to 30 items & $1000 per month which ever comes first. Keep in mind though that IF your PayPal verified by providing follwing the steps i mentioned previously, that does not mean that your verified on eBay meaning once you call, they will ask you 5 questions based on your real government information that they will pull up in the government system. Now, if you fail to answer these questions correctly then, they will suspend you off eBay & wont allowed you to use their site for selling anymore & that goes for buying as well. Hi famod,   I work real close with eBay specialist & on behalf of members in need of help, i call in to many eBay departments & provide help as i am here to do for you. I see alot has been said & you just simply want your item & to work things out. Let me explain to you how this is going to go which will be one or two ways. As mentioned by Sumiko, DropShipping is a thing on eBay & although most eBay representatives say its allowed on eBay, eBay's head office does NOT want it as they are currently getting rid of sellers who are doing this on their site.  Now, you said you emailed eBay & asked them to investigate this for you & possibly force the seller to add tracking. Here is the issue with that, eBay can NOT force the seller to do anything not even refund you. The seller has the option to either ship with tracking or without & has the option to choose his/her own shipping carrier(s). As for the refund, eBay can tell a seller to refund a buyer but, the seller can always take the money out of his/her reimbursement method forcing eBay having to pay the buyer back but, thats a different story. Once the seller ships an item out thats it, there is nothing the seller or eBay can do as its in the hands of the selected carrier now. Even if eBay was to investigate, what could they possibly do on their end. In fact, if you call eBay, a representative from the resolution team can review this situation & they will tell you the same thing as there is nothing them and the seller can do. Lets say the seller does want to agree to add tracking, there is no way of getting the item back once its in the hands of the carrier(s). The seller on the other hand is not responding to you & if they are then its not in english but eBay cant force them to respond to you in english & if the seller chooses not to respond at all, eBay still cant do nothing about it as they are not forced to respond if they dont want to but, it can affect their selling performance. At this point, eBay assumes that the seller has shipped out the item but without no tracking as thats what i assume as well. The only thing you can do is keep trying to work things out with the seller & maybe the seller might finally respond with useful information. Lastly,(which is probably the way likely to happen) you give it until the estimated arrival date which you have to anyways & IF the item does not arrive then, you can file a 'item not recieved' claim or you can give it a couple more days/weeks which ever you prefer. Now, if the seller for whatever reason, is restricted from eBay then, you can file a claim to get your money back OR you can continue to still wait for the item as they might have gotten restricted after they sent the item out. Keep in mind that you can call for as many moderators as you please but, they can NOT help you in this situation as us members cant help you either & PayPal cant help you & eBay cant help you. ONLY the seller knows whats actually happening but we all can assume that this person probably does not speak english & sent the item out without tracking so all you can do is wait until the estimated arrival date & file a claim for 'item not received' IF you have not recieved your item yet. Now, please be aware that if you try to file a claim here on PayPal first, they will encourage you to 1st file a claim on eBay's site & work things out with them as IF you file a claim here on PayPal 1st then you lose the option to file a claim with eBay. So, lets say you file a claim on PayPal site but its not in your favor, your done & cant file anymore claims where if you file with eBay 1st but lose the case then, you can come here on PayPal & file a claim here. I hope i made it clear now as to what your options are & that you calling out for as many moderators as you please is NOT going to help you & will be wasting your time. Oh, since eBay does not respond to emails usually unless there is a case open, you can always contact them through twitter at @askebay and/or on Facebook by searching up eBay & send them a message. There usually responsive within the 24 hours. This is only if you dont feel like calling in but, if you do want to call in then it will be (866)-540-3229 & ask to speak with the resolution department. Hi Alicia1988,   Simply give eBay general support a call at (866)-540-3229 & ask to speak to the Trust & Safety Department. These are the account specialist on eBay & what they will do is pull up your account & your name along with your registered address but, please make sure its your real government name & address because the way this verification process will work is that they will pull you up in their government system & once they have you, they will ask you a few questions like about 5 questions. Hi Sethfp,   Please follow the instructions that was mentioned in the email. IF your item was not recieved then, go to the Resolution Center OR call the Resolution Department & file an 'item not received' claim so you can get your money back. I know members here in the community tell you just go to PayPal for everything but, please always refer to solving any eBay inquiries through eBay first as PayPal also encourages members to solve any eBay issues through eBay first. Keep in mind that even though the member is no longer a valid member on eBay, that does not mean that he is no longer apart of PayPal. So in this situation, IF you bring this issue to eBay first which i strongly recommend then, that is an automatic refund where if you go straight to dispute on PayPal, that person can be active throughout the dispute process & it can go in either your favor or the sellers favor whoever PayPal chooses but, in this situation it usually would be in yours but you never know, PayPal's system is just all messed up. Also, IF you dispute on PayPal first & you loose the dispute then, you wont have another chance to dispute where IF you dispute through eBay first & you lose the dispute then, you will have another chance through PayPal but, in this situation eBay will automatically refund you without a dispute process but, i recommend you call in to the resolution departemt so they can do it right then & there. Hi Kamslm,   Allow me to explain this situation to you further on how this type of process works. So i work closely with eBay representatives to try to provide the best solution for the community unless it involves account specific information. So after speaking with the proper department on eBay for this situation, unfortunately, you wont be able to leave any feedback on this one as once an order is canceled, the feedback option is removed for both seller & buyer. However, the seller will recieve a bad defect rate as the seller on eBay is expected to have an item that is listed up & if he/she does not then, it will go on their records which is evaluated monthly by eBay. You also have the option to report the seller if you wish to do so but, i doubt that will do anything as the seller does have the right to cancel an order but, it will go on their record & too much of that can lead to a seller not being able to sell on eBay again. As for PayPal, their just a payment processor as i dont think you can leave any feedback through PayPal. IF you have any money related issues then, they can help you with that. Hi BDBullySticks,   I am from the eBay community & an experienced volunteer as well just stopping by. You are NOT the only one that has been recently experiencing this issue as many other members are also going through it as well. IF im not mistaken, i believe eBay has a new system requirement where you are suppose to log in to your account(s) every now & then. Failure to do so will lead to your account being terminated as the system will assume your no longer usising it anymore & leaving an account opened without logging into it for a while is a safety risk where any hacker can pick up on that & start selling random stuff on your account & get you introuble. Usually this issue mostly happens to members that use their accounts for buying purposes only. Hope i helped clarify things up & best of luck to you! You may still open up a new account though. Hi bener927.   In regards to your issue, im NOT sure how PayPal might be able to help you but, on eBay once you made that full refund, eBay wont be able to just stop the process & just intercept it as PayPal is the processor in this situation so MAYBE if you contact them then, they might be able to cancel it for you but, as for eBay they wont be able to stop it as they dont have the authority to touch members PayPal accounts other than charge them.
