I had a similar experience.  I bought an item on eBay for S85.95 including a $15 ebay coupon.  The wrong item was sent and I requested a refund. Paypal informed me that the $85.95 was refunded and it showed up in my "summary" "completed" list (their vague terms, not mine) as $85.95 refunded. The list which is vaguely termed "completed" looks like the list in a bank statement or the like.  Perhaps they could offer a few words of explanation about what the list actually represents. It sure looked to me as though they had refunded me the full $85.95.  But when I checked my bank statement, I saw that they had only refunded me $75.95.  I went back to the "summary" "completed" and clicked on the entry, expanding it, showing more vague information:   "Refunded to / $15.00 coupon / $75.95 Visa____"  Who is coupon, I wondered.  How do they refund $15 to coupon. Where does the money actually go.    I think this "failure to communicate" is largely caused by their paucity of informative word use.  They could have said the $15 was refunded to eBay, or if they needed something more generic, they could have said it was refunded to the supplier of the coupon. And if they would show this information up front on an actual mathmatically correct statement similar to a bank or credit card statement, instead of presenting it in a cryptic manner requiring further mouse-clicking to locate further cryptic descriptions, they could prevent a lot of misgivings, misunderstanding, and complaints. This happened to me and after 3 phone calls and 8 hours of waiting all I got was a letter to hand to the bank stating everything was my fault.  I'm almost certain I had enough in my PP account to cover the previous shipping label costs (which I selected to pay after funds were made availble), and completely certain I had the funds to cover the funds that were instead deducted from my bank today.  Something tells me this wont do much to get my $140+ in overdraft fees waived.  At least the letter will work to start a fire in a hobo barrell after I lose my bank account and find myself homeless.  ... If you are trying to open a Russian PayPal account, you need to satisfy the security and ID requirements.  You could phone PayPal and ask if there are other forms acceptable, but my guess is that there are not.  PayPal needs to have very strict security controls.  You may just have to return to your country and get your appropriate credentials.  PayPal needs to verify that you are in Russia legally. ... Hi ghazaleh,   First off, welcome to eBay & congrats on your first sale! Normally, you have to wait up to 21 days to recieve your funds in you account but, IF you ship an item using tracking & you upload it then, typically your funds will be released into your account 3 days after the item was delivered. However, IF for some reason is does not get released into account by the system then, you may give PayPal support a call & they will gladly release it for you manually as long as they have a tracking on file to pull up to confirm it has been delivered & that its been 3 days after delivery & their are NO COMPLAINTS by the buyer(s). @famod  eBay Sellers are not required to use tracking so there is no tool or vehicle to "force" the Seller to upload tracking as it simply may not exist.  Your Seller based in Germany could be using a 3rd party drop shipper from China or elsewhere ... which is a huge risk on the Seller's part, especially if the 3rd party is in China.  For now there are 2 important dates you need to keep track of. 30 Days from the original delivery date:  This is the time window eBay allows Buyers to use their Resoltuion Center to process an Item Not Received claim or any other claim. 180 Days from the original delivery date: This is the time window PayPal allows Buyers to process claims in their Resolution Center Really sorry this happened to you and sincerely hope the item arrives safely.   ...
