Hey! Without knowing you're error code/message I wouldn't know exactly what's going on. Is it saying invalid details, incorrect address?. Is it It new card or account/bank if so sometimes it's the banks side, some issuers block payments for some odd reason happens a lot on APPLE Store. Contact you're bank and see if they've got some sort of filter on there.
