If you email <removed> they would be able to give you the best answer. That's theAcceptable Use Policy group, and they would decide if PayPal could be used for something like you're thinking about. My gut reaction would be 'no' as it's connected to adult material (since that would violate their Acceptable Use), but really they're the best ones to answer your question.

This may or may not help, but with my WooCommerce I was getting the same error code. It was the HTML code for the PayPal buttons - it used to allow currency symbols ($) but they are no longer allowed. Check your button codes and remove any currency symbols, that did the trick for me.
