ebay gives you 30 days to file dispute,but Paypal and credit card issuer give you 180 days. This sounds like a chargeback,in a chargeback,buyer gets his money back and does not have to return the item. Note-no return policy or refusal of return means you dont want the item back if you lose the dispute or chargeback. accepting payment thru a payment processor like Paypal means you have no direct contact with his cc issuer,you dont know what your buyer tells his ccissuer,he could say the cap is defective and you refuse to refund/return/replace.   ... @dirving  First & foremost, read @PayPal_Andy 's reply, he is direct with PayPal.  For future reference Buyers cannot cancel a purchase on eBay, only the Seller can.   You can message the Seller through eBay messaging with a polite message and formally requestion the cancellation and just that.  don't try to create a story just state you need to cancel the order.  The Seller does NOT have to honor the request but by using eBay Messaging your request is on file.  If they ship anyway then you can process a return claim in either eBay's Resolution Center or PayPal's (but not both at the same time).  However, you would have to pay the return shipping. It may have been easier to return the one your wife purchased if she bought it locally, then the one you purchased through eBay ... just a thought. ... View more

@undisputed_1  Unfortunately there may belittle you can do.  If you shipped an item without getting paid eBay will do little.  You "may" be able to do something with Seller Protection so you might try calling both eBay & PayPal ... but again, the scammers know how to work the system.  If you were not paid before you shipped, or if the payment in PayPal did not complete then you may have lost the $$ plus your items. If the "pending payment" is simply because you are a new Seller then in about 3-5 days AFTER tracking shows the item is delivered your $$ should be released.  Just check your PayPal balance and see if the transaction is still there. ... @cindyknox Foreign Buyers can have a US Address and many will use a Forwarding Company.  That company will accrue several items then ship them in bulk to the Buyer in another country.  This is a common practice on eBay.  As it relates to the Seller and shipping, they are ONLY responsible to ship to the US address where Tracking will show the item as being delivered. ... I agree. I sometimes pay my bills and use PayPal for other transactions and it works instantly, no hold ups. Only Ebay is giving me headaches. And once I think I gave up on PayPal and decided to just use my credit card for the ebay purchase, and the next day I found the transaction had been done via PayPal?!? WTF?!? Now I think this is a very serious matter as some transactions are worth thousands of $$$. Imagine paying twice for an item because you thought the transaction hadn't gone through!! ... View more
