HORRIBLE IDEA TO HOLD FUNDS FOR 21 DAYS!!!

Holding funds from sellers until the buyer leaves feedback is the worst idea EVER! Since when does Paypal become an authority on buyer satisfaction?? A smooth transaction is all that I wanted from Paypal. If they are going to hold funds, then they should make it very clear BEFORE you use them! Keeping my money in their account for 21 days is a HUGE disadvantage of using Paypal. Stick to transferring funds,not trying to be a satisfaction authority!

sandypurins has answered this question but there are two things I wanted to clear up.
- The main reason behind placing holds on payments is to reduce fruad on eBay and PayPal. From buying and selling on my own account I know the majority of fruad happens on high risk items and accounts new to eBay. Until a user becomes experienced, holds may be placed on their payments in order to safeguard the whole PayPal system. The more positive feedback gained as a Seller the more your reputation with eBay and PayPal is increased, which leads to holds being placed less and less.
- There is no interest gathered by PayPal as the funds never leave your account while the hold is placed. The funds are placed on hold within your account, they never leave. To PayPal, there is no different in funds on hold and funds that are not on hold. They are both within your account so no interest is gained.

Thank you for your comment. I have no problem with cutting down fraud…BUT, if this is the case, why not simply put a hold on the high risk items and/or sellers without a long track record (six months or up to a year or put a hold on account were the sales per year or month are not enough to qualify for a NO HOLD.. I am sure that you can figure something out that is fair to the who have been e-bay for years and have a good reputation).
I have been selling on e-bay for many years and my feedback has been excellent (99.7%) and yet my money is being put on hold… Can you explain this to me and to others who have the same issue?

All I know that when I call PayPal to complain, the rep tells me that as a courtesy they will release one or two payments… They have never told me that there is a criteria for holding the funds
No Interest? Really? Pardon my doubts, but how many times in the past have corporations out and out lied to their customers and/or shareholders. If they do not get interest.. Do they use the funds in some manner in their portfolio? By holding the funds..there must be some advantage to PayPal...
Paypal should be more concerned on how to make the sellers job easier.. not harder by putting more tasks on them before funds are released. We have enought to do and do not need to perform, in my opinion, unecessary tasks for PayPal. Thank you

That's bull**bleep**. They get the intrest. When I sold my item and I couldnt get my money I called the buyer to ask if she could check her bank statement. She went online and saw that the money was deducted from her checking account from Paypal. So let's see if we can figure this out? The buyer doesnt have the money and the seller doesnt have the money ...hmmmm I wonder who has the money? I'm no dectective but my guess would be the only one left at this party...our best pals at Paypal have the money. They have the money for all the accounts together , probably in a nice high intrest money market account where you have to have a million dollar minium balance to get the high rate of return. You guys want to make money on us, thats fine, make the hold 3-5 days based on our past history. Dont come out here and just rape us in plain daylight for 21 days and tell us the money is somewhere in hyperspace. I dont think the Paypal rep is liar, I just believe he is reading what is written in his SOP manual. We need more people to respond to this so we can try and make a change or just stop using Paypal, that might be the best option.

I am new to the Ebay/Paypal thing. I just signed up with Paypal as requested by the seller that I just bought from. I have to wonder if the seller that I am dealing with is aware of this 21 day hold thing or just doesn't mind waiting the ridiculous hold period. WOW !!!! I sign up and then read this, what have I got myself into. I guess I will contact the seller and see if they would like to work out an alternate form of payment.....Paypal !!! There has got to be a better way. You are going to lose a ton of people, business, respect and MONEY......

It's bad enough that PayPal is holding funds, however; don't insult my intelligence, by telling me that Ebay/PayPal is not investing the held funds. You should work for the Obama administration as White House Spokes Person.

OK - I have a question about your reply to sandypurins. First, I came to the Paypal Community today for the first time because I cannot get a reply or an answer from Paypal regarding this new policy after three telephone calls and one email. When this new policy began and I saw that bed block with the message that Paypal would be holding funds from my ebay sales for 21 days - I thought, what the heck?!! So I read the policy several times and I did not fit into any of the categories or reason that the policy would be applied to my account.
I've been a seller on ebay since 2003 and I have always had 100% feedback. I called Paypal after reading the policy to ask why this 21 day hold was applied to my account. The rep didn't know and said she would release the money and send my account to a specialist to be reviewed and they would contact me by email - never happened. I emailed to ask if the review was complete and what was the result. No reply from Paypal. I called again and was told the same thing as the first telephone call. I pulled all of my listings off ebay. I'm not a power seller and never will be. I sell on ebay to supplement my income because I need it - not to have "mad money" - because I need the additional income.
I always ship within one business day from the time Paypal notifies me of the buyer's payment & funds cleared. Most of my items are from estates and roughly 1/3 of my buyers are international buyers. No one wants to pay more than First Class International mail rates, especially when they probably will be paying a VAT. There is no way to track First Class International mail and Paypal does not distinguish that from domestic mail which we can track.
During both of my first calls to Paypal I asked the rep to looks at my Seller Dashboard as I read it to them. Everything on my Seller Dashboard is the best it can be.
I called for the third time this week and the rep said she would send my account to a specialist to be reviewed...hmmm...I heard that before and I told the rep that and requested that the account specialist either telephone me or email directly to me because I need to get this issue resolved.
As an example - I have had a huge increase in medication expenses over the past few months, so the money I make by selling on ebay has been a tremendous help with those expenses. Now, it is quite feasible that money I make on ebay in one month, being held by Paypal for 21 days, will not available to me until the next month. So if I have to depend on that money for a medication, I could be without it for a week until I am able to buy it again.
It is not fair for Paypal to adopt such a restrictive policy to prevent seller from having access to money they have made and have paid fees on - both to Ebay and Paypal and to slap that policy on sellers who have no history of any discontent, returns, or refunds to buyers - especially sellers like myself who go the extra mile to satisfy their customers. I use Stamps. com for all of my international sales so I can print the First Class International mail stamp immediately when Paypal notifies me of the buyer's cleared payment. We have specified mail pickup everyday, Monday - Saturday specifically for shipping. Sometimes my packages go out on the same day Paypal notifies us of the cleared payment! I treat my customers the way I want to be treated. Last year a package going to the UK was taking longer than ususal. I took a copy of the customs forms to our local post office and asked one of the clerks to see if they could use the numbers on the customs form for that package to find out the date it left the U.S. The clerk did find that out and I emailed the buyer. I spent the money for a call to the UK entry post to find out the day the package arrived there and followed along with my customer until it arrived at her address.
Where do sellers like myself fall into Ebay and Paypal's appreciation and acknowledgment of best practice scales? A 21 day hold of funds as a thank you? I really want an answer to that as I know many other sellers do. At some point Ebay and Paypal have to be accountable to the people who are their customers and with this policy the time for that accountability should be right now. I have not listed anything on Ebay since I pulled my listings and I am having problems this month because I don't have the additional income; but at some point even small sellers such as myself have to take a stand.

Unfortunately, PayPal did not think their new policy through before they enacted it.... This was done in a vacume!!!!!!! I too have interational buyers and will need to seek a new method of getting paid. At present I am looking at PayMate.

The most frustrating thing in this whole mess, is having to contact Papal. Yes after your delivery is confirmed they may release your money, that depends on who you get on the phone. but to go thru what it takes to call them is not worth the frustration and anger it causes me. I to have made numerous calls at the beginning and spoke to 3-4 Reps. Each and everyone gave me a different answer. Then they told me, the release would be removed from my account because all the reasons for the holds did not apply to me. When the holds were not released as promised, I had to make the dreaded call to Papal again. After 20-30+ minutes waiting I finally get to speak to a sixth grader Then I waited another 20+ minutes to speak to her supervisor who might have made it to 7th grade. After all that I get a SORRY. they gave you wrong info. The problem is PayPal isn't worried about customer satisfaction, There isn't a lot of competition out there, so Papal can do whatever they want or, ( ma'am if you don't want to follow our guidelines you don't have to stay with Papal ) My response was , when you figure out your guidelines maybe I can follow them, Oh and don't forget to tell your rep's what the guidelines are too...........

.i dont understand what they want it says on the main page "As part of payment holds for new ebay sellers, we'll hold the money from your ebay transactions for up to 21 days" i understand that if its your first time selling an item just to make sure your not comminting fraud but after you have sold many items an been given good feedback i think it should be the most 24/48 hours or if in the worst case until the item was shipped but thats it.
