HORRIBLE IDEA TO HOLD FUNDS FOR 21 DAYS!!!

Holding funds from sellers until the buyer leaves feedback is the worst idea EVER! Since when does Paypal become an authority on buyer satisfaction?? A smooth transaction is all that I wanted from Paypal. If they are going to hold funds, then they should make it very clear BEFORE you use them! Keeping my money in their account for 21 days is a HUGE disadvantage of using Paypal. Stick to transferring funds,not trying to be a satisfaction authority!

I just got off the phone with a young lady in your firm telling me that this 21 day hold on funds is a random process that you are playing with your customers and from what she tried to explain to me it doesn't appear to be based upon much criteria
I'm by no means one of your big hitters, but I've never had a complaint voiced for any of my transactions, yet you randomly assumed that I'm placing some sort of risk upon your buyers. If you had followed my history with ebay you'd have found I nearly always ship the day I get confimation from PP that the customers funds are good. You also would find no complaints as to claims or product or service.
When you tell me it's ok to ship to a customer I assume my funds are available to me for that shipment. I did not set up with Pay Pal as my clearinghouse with the intent of giving PP the control of my funds for a processing fee of 4% plus let you earn more interest on them by holding them for an adiitional 21 days or ??.
If this is going to be your policy from now on then I won't ship anything until the funds are available to me. What's that 21 days you say. You can confirm that shipping policy to your buyers because I will be right up front with it on my ebay or..? website. And if this practice continues I'll take my chances with direct pay from my customers.
From reading your forum I find you've **bleep** off a lot of your sellers with this recent policy and I guess if you want to get rid of all us small fry this might well be the way to accomplish it.
Having been in business for myself for 30 plus years owning and operating four separate companys over that time frame and before going out on my own having spent the prior 10 years as a commercial banker, I would love to hear what the logic was behind this decision.
Are your sellers really that bad? If they are you may want to put a few more identifiers in your program so you don't lose a whole bunch of us good guys.

I also am not happy with holding MY money for 21 days. I have 100% positive feedback and have never had any issues. This is nothing more the Paypal holding OUR money for them to invest and make money off OUR money. This is the last time I will use Paypal.

Hi, I've been an eBay user/seller for YEARS and this is the first time i ever saw or heard of the 21 day hold. My grandma is dying of cancer and we are all under terrible duress and the money I made this week was supposed to pay for gas money to go see and help her and also get my phone turned back on so I can communicate w/my family about her and her status. I'm sickened and stressed! I don't have much in the bank so imagine my surprise and horror when I ship my packages with comfort of this message on the payment hold FAQ link on my PayPal account page: "If you print labels and pay for shipping through PayPal or eBay, the cost of shipping will be released from your pending balance shortly after purchase. Printing labels on eBay and PayPal is free. You're charged only the cost of shipping." ... I paid for the shipping on two packages expecting the funds to come from the amount that they held as the statement above implies, but instead it came out of my bank account! I printed the labels through eBay. I don't know if that's the problem. If so that's eff'ed up. They received the money through PayPal, why now they are not recognizing connection? Before tracking packages was available through my PayPal account, even though I paid through eBay, but now I had to enter the tracking number manually from eBay! Why the sudden switchup? What am I going to do? I had in writing right in front of my face that the funds would come from my held balance, but it was not true, and I hope I do not get an overdraft charge now as I wasn't expecting/prepared for this. I wanted to ship my stuff fast to get my funds realeased asap (not that I don't do it at a great rate already). This is just a nightmare!!! D:>

I am in your nightmare also - with my nightmare had to go pay $136.00 in NSF fees this morning to my BANK ACCOUNT for shipping 4 items that I also put PAY LATER ON SHIPPING thinking it was coming out of the HOLD funds.
Contacted Paypal the supervisor got on the phone and was as worhless as a $3.00 bill - said that it is there policy to pull from my bank account I asked WHY IF THERE IS A PAY LATER Option for the shipping label why are you pulling from my bank account? - He could not answer kept telling me it was policy - Had to sell my jewelry to get $136.00 to pay for PAYPALS AND EBAYS POLICIES THE 21 DAY HOLD (leading me to believe I can pay later for postage when in reality that is PAYPALS decision whether to honor the pay later or not) - BILLING FOR SHIPPING FROM BANK ACCOUNT -
My family is on very tight fixed income. ALL SALES and FEES are paid from my paypal account - NEVER EVER do I touch our checking account I pay household bills with my bank account nothing left but a few dollars in my bank account after bills are paid. Ebay gave that little bit of extra income to help out our household. NOW $50.26 worth of Shipping and items (total for 4 sales I have on hold) it COST ME $136.00 out of pocket and now I no longer have my jewelry that was dear to me. THANK YOU PAYPAL YOU ARE SOME REAL WINNERS -

You know when I first got hit by this, I called and talked with a supposed representive. They could not tell me why there was a holds policy put against my account. They kept spewing things like dispute and bad feedback. None of which I have personal had for over 4 months, and then it was reversal dispute, nothing serious and something both me as a buyer and the seller agreed upon.
I told here this was a stupid policy because it does put all the risk, absolutely 100% on the seller. You have to ship the item on your own dime, and then if the buyer is a disreputable person, they can dispute and guess what? You just lost your item and the cost for shipping and if you're lucky you've got a tracking number and you might get reimbursed in a few weeks. if not, then you are totally **bleep**ed.
I asked why they didn't atleast release the cost that you listed for shipping. That way the seller isn't out in the open and the buyer isn't risking anything accept the cost of shipping. I'd be a little more receptive to something like that. But a complete hold till either feedback or tracking?? NO way.

I have funds from an eBay sale that have not been released yet and the item was posted as delivered on Sept. 22nd. There are no disputes or issues from the seller or anything. What can I do to get them released??

I HAVE BEEN SELLING ON EBAY FOR THE PAST 2 MONTHS WITH ALL PAYMENTS BEING MADE TO PAYPAL. I WAS TOLD IN THE BEGINNING THAT MY FUNDS WOULD BE HELD FOR UP TO 21 DAYS UNLESS SHIPMENTS COULD BE CONFIRMED AS RECEIVED OR I RECEIVED POSTITIVE FEEDBACK FROM MY CUSTOMERS. I HAVE STOPPED SELLING BECAUSE PAYPAL WILL NOT RELEASE MY MONEY EVEN THOUGH I HAVE RECEIVED ALL POSITIVE FEEDBACK FROM ALL OF MY CUSTOMERS!!!! THIS IS GARBAGE!! THEY NEED TO FOLLOW THEIR OWN POLOICIES THAT THEY HAVE THE BALLS TO EMAIL WHENEVER I ASK ABOUT THIS MATTER. IT STATES CLEARLY IN THE EMAILS THAT THE MONEY WILL BE RELEASED WHEN SHIPMENT ARRIVIALS ARE CONFIRMED OR WHEN THE BUYER LEAVES A POSITIVE FEEDBACK!
OF COURSE I HAVE EMAILED AND CALLED ON SEVERAL DIFFERENT OCCASIONS AND NOTHING IS DONE ABOUT THIS MATTER.
IT IS TIME TO GO TO GOOGLECHECK WITH MY BUSINESS AND EVERYONE I KNOW WILL BE DOING THE SAME!!

This new policy by PayPal is complete nonsense !! I have spent about 4 hours trying to find a person to talk to and finally got someone who gave me an email address to lodge a formal complaint. She was very hard to understand and couldn't spell the address however !! SELLERS UNITE, start the revolution, if enough of us email this address maybe we can crash them. Why EBay is allowing this policy is unconscionable and I wonder if it is even legal. No bank in this country will enforce such a policy if a transaction is within the US. Any lawyers out there who have any info on this ? If they are worried about us shipping in a timely manner and they have been having trouble with those sellers penalize them NOT the rest of us who do ship promptly. This new policy **bleep** !!!
