Error Code #10417 Your request could not be processed at this time?

I have a Visa debit card that I used to purchase an item 3 days ago with no problem, but there was just a small amount of money left on it, so I got another Visa debit card and added it on to my paypal account. Next, I purchased 2 more items on ebay and then I used the new Visa card to try to pay for my items because there wasnt enough money left on my old Visa card to make the purchase. Once I got to the confirm payment screen, it shows my address and general profile, but when I press the confirm payment button it says,

"You cannot use this credit card for this transaction. Please use another funding source. You will need to add and confirm your bank account. Once your bank account has been added and confirmed, you can continue this payment. Add your bank account information below."

Then I tried to purchase one item at a time and it said

"We were not able to process your payment. There has been a restriction placed on this account" I tried everything to resolve this problem with no luck at all. If anyone's experienced this problem, and has any suggestions or solutions, please reply. Thanks

Hi everybody, I have the same problem with this error code 10417 when I want to pay for some items I bought on e-bay. It's keep saying that, every time I'm trying, for over 4 days. I contacted PayPal today and they said I can make the payment trough "Send money" at an e-mail address they gave me: *email removed*, which they say is linked straight to e-bay web site and from there e-bay will make the payments that needs to be done from my account, but it wont show straightaway in sellers accounts. I'm a bit confused, because although I made the payment as they said, as a lump sum for 3 items I bought from 3 different sellers, I contacted e-bay today too, to see if this payment went trough or if they know anything about this way of payment and the lady I spoke with said the payment is not done yet, but she doesn't know to tell me what's with that linking e-mail address. So now I'm just waiting to see if the payment is made or not. Anybody else has other information regarding this?

Hi Everybody! (read all, important!)

On Thursday I added some money in my Paypal account, because I thought that the reason why I'm getting this error thing, it because I didn't have any money inside my PayPal account. So today the money came in, and I tried paying the items I had won.. And guess what?! It worked 😄 I got my items paid and I'm really happy!

So if you have the same problem try putting some money inside your PayPal account and see if you don't get the Error anymore at the checkout :D!

How did you add that money to your paypal account? Mine seems not accepting it, or maybe I'm doing something wrong..

Press the My Account button in PayPal and then press the Top Up button.

They will show you how to do it.

I tried, but paypal can't add money from my bank account. I guess my buying days from ebay are over 😕 unless they fix this problem

Hello everyone, I have fixed this problem. Actually it was indeed my bank's problem. It made some modifications, so only users of "secure buying on internet" are allowed to buy something on the Internet. I logged myself into this program and bang! Problem solved 🙂

I don't know anything about banks in other countries, but maybe it is not paypal's problem, but your bank's. If anyone is still having this problem contact your bank, maybe they'll help.
