Error Code #10417 Your request could not be processed at this time?

I have a Visa debit card that I used to purchase an item 3 days ago with no problem, but there was just a small amount of money left on it, so I got another Visa debit card and added it on to my paypal account. Next, I purchased 2 more items on ebay and then I used the new Visa card to try to pay for my items because there wasnt enough money left on my old Visa card to make the purchase. Once I got to the confirm payment screen, it shows my address and general profile, but when I press the confirm payment button it says,

"You cannot use this credit card for this transaction. Please use another funding source. You will need to add and confirm your bank account. Once your bank account has been added and confirmed, you can continue this payment. Add your bank account information below."

Then I tried to purchase one item at a time and it said
"We were not able to process your payment. There has been a restriction placed on this account" I tried everything to resolve this problem with no luck at all. If anyone's experienced this problem, and has any suggestions or solutions, please reply. Thanks

This is for the people who are having trouble completing payment using PayPal.

First to begin, there are no such things as problems, just situations.

I found that the reason why we were all unable to complete payment was either of 2 things:

1) We had the right amount of funds at the wrong exchange rate. Or,

2) The right exchange rate and not enough funds.

These are the only 2 ways we can actually get "Error Code #10417".

e.g.

I live in Trinidad & Tobago, where the exchange rate between TT and USA is: 1US = 6.44TT.

When I transfered funds to my Visa card, my Bank converted the funds to US using:

      1US = 6.35 (wrong exchange rate).

I found out that I or we were trying to make payments without sufficient funds and without knowing it.

Check and make sure your Visa/Master etc. has sufficient funds and everything WILL be ah' ite.

The only time this message appears is when the source of payment has insufficient funding.

I've gotten this error just this morning (7:41 Eastern) and the account has sufficient funds. I'm paying US$ with US$. I've paid the same seller with the same account just last week, too. Quite irritating.

[edit] Figured it out, I think.

I'm guessing "error #10417" is just a message that gets spit out when a payment can't be completed for some reason. Not very helpful, but it sounds all mysterious and techy. /eyeroll

I got the error initially by trying to pay for an auction using eBay's checkout. So, I bypassed the checkout process and attempted to pay the seller directly using PayPal (the old-fashioned way). That was enough for PayPal to explicitly tell me that, since I wasn't on my home computer (vacation), I needed to answer a devilish series of riddles in order to pay for my auction with my account (that is, I needed to confirm my banking identity with checkbook #s...)

I appreciate and understand the added security, but the source of the error (and thus, solution to the problem: paying by CC as a guest) could have been more obvious.

Some sellers only accept Paypal, and the solution is to use something other than Paypal. Please help those who still have this error.

Also, my Paypal account isn't verified, but I've previously paid for an item without the need of verifying my account.

Actually it is solved. I accidentally tried to pay today and i received same error. i remember that last year (or kinda lately) i had similiar problem with payments. simply paypal wont allow. creditcard was ok and theres no limits. BUT payments wont work. there are two type of creditcards (virtual and real) and all of them holding some LIMITS. limits are two types: session (when card expires, can be year or some days) or per month. so i called a bank and they told me i had set  too small amount of money (was like 50 eur). so simply i need to raise it. (of course u have to have money) so  set limit for exmaple from 100 to 500 and vups all payments been made. so today i had to set from 50 eur to 500 eur. my card calculates all money per session - meaning if i set amount to 500 eur i can buy as much as i want only up to 500. so all users need to chk out limits first.

Thank you for the post, but it turned out all I had to do was wait about a day. After a day, I tried it again and the error was gone.
