Canceling transaction - Held payment

So, after thirteen days of not receiving my item and getting a reply from the seller as to why, we have decided to cancel the eBay transaction. The seller has become more difficult to get ahold of recently but they have opened a case to close. However, I have been holding off on accepting until I get my refund. My payment was held, pending on their end and they have not yet issued me a refund. I would like to know if PayPal would refund my payment themselves if I were to just accept to end the transaction, needing no action to be taken from the seller as far as them issuing it.

It sounds like you and your seller are agreeing to withdraw the commitment to purchase via the eBay website.  I can understand why you would want to hold off on accepting until you receive your refund.

 

If you do choose to cancel the via the eBay website, that won't automatically cancel the PayPal payment.  However, if you do choose to cancel, you can file a claim for Non-Receipt via the PayPal website for any tangible goods you didn't receive and still have full coverage.  At that point, the seller would either have to ship the item to you or provide a refund.
