Welcome to the community!
You should be able to sign up for your billing agreements again directly on the eBay website. Go to My eBay > Account > Seller Account > Change under Payment methods > select PayPal and click Set up Automatic Payments. It should guide you through the rest to set up an agreement for your eBay fees from there.
