There were a bunch of reports of PayPal invoice email not being sent out a few months ago but they died down since.
The seller also receives a notification when they send out invoices and in that notification has a link to the copy of the invoice that you see. Ask the seller to email you that link instead of canceling and creating new ones on repeat or he/she can send a reminder and see if you get that. Also check your spam folder.

Is invoice showing in your PayPal account activity? Or maybe in Manage Invoices page?

An invoice sent by a seller can be sent to a non-PayPal email address where it is not part of a buyer's account. When you get the invoice there should be a link to make the payment. As long as the invoice contains ALL necessry details and pictures and also shipping informaton, you just clik the link to make the payment using a credit card or your PayPal account. The invoice details are what matters in case of a disptute for not as described.
An PayPal request for payment, on the other hand, will got right to your PayPal account and await your payment there.

You won't find the invoice on your PayPal account as it is not associated with your Paypal account. You need the information from the seller.
Did you get a second inovice (not a notification, but just an invoice)?
As already mentioned to check your spam email folder.
Other than that ask the seller to resend.

Nothing for you to pay if you don't have an invoice.
It does seem strange that the seller can't resend or provide the payment link.
