Recipient does not accept this type of card or bank

Trying to send a payment to someone using PayPal credit. Says recipient does not accept this type of card or bank. What does this mean?

Maybe they do not accept payments with that method, or it could be some glitch. Try making the payment via PayPal app.  Or try the website if you were using your phone to pay.

Thank you. It ended up working, but I had to pay in smaller increments and then still had to use a different card after a certain point. Weird.
