Paypal Send Only Account!!!!

I live in New Caledonia, which a country where we CAN send and receive money. 

However, when I go into "Invoice" section of the Profile Settings page, I can see this: 

 

Your Account May Only Be Used to Send Money
As a PayPal Send Only account holder, you are not permitted to receive funds from other PayPal account holders.
 
Why is my account "Send Only"????
