Your Visa card has been declined

I bought a visa card. I get a warning when I try to add visa card information. This warning is: "Your card has been declined. Please try a different payment method." also i tried another visa card but it gave a warning. what do I do?

Register the Visa card at card’s website with mailing address matching your PayPal account and try to add card again.
