Welcome to the PayPal Community! Sorry to hear unable to link a funding source to your account. Is the card you're trying to add a Visa, Mastercard, Discover, or AMEX? If not, you wouldn't be able to add it to your PayPal account. If it is a prepaid debit card, you'll want to make sure it's fully registered through the instructions that come with the card. Also, you'll want to hang onto that card after you've used it up just in case a refund is sent back to that card. You may also need to Confirm the card before using it to ensure the card is valid and that you're the owner of the card.
