How I can contact paypal for issue " This card is linked to another..."?

Hi,

I have a credit card that i want to link it whith paypal,

but my problem that i have an old account that i don't even remember the email connected with it!!

so, when i try to link my card this message appears: " 

This card is linked to another PayPal account. Please remove the card from the other account or try a different payment method.

the problem that in don't remember the other account and even the email connected with it. 

So, i wanted to contact paypal administration to resolve the problem. But the phone always don't respond due to covid issues and i can't send a private message to the administration. what i can do in this situation?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
