Why can I only pay in even dollar amounts. I cannot add cents

Thank you for making a post. 

I see you're facing issues to add cents while making a payment. Normally, all you have to do is tap the "Price" field, start typing "225", and you should see "$2.25". You don't need to add a period or comma as it's pre-generated in that field. If you're still running into issues, please reach out to our Customer Support teams for assistance. Have a good day.

I'm sorry you're still having difficulty sending a payment with cents. I recommend clearing your cache and cookies on your preferred web browser to see if that fixes the error. If you're using the Paypal Mobile App, please clear the App's cache in your phone's App Settings and ensure the App is up to date. Uninstalling and reinstalling may also help. If the error persists, you can contact Customer Support through one of these options.
