It sounds like you might be having difficulty adding or withdrawing from your PayPal account. Is that right? If so, I'm sorry to hear that you're encountering an error. The one you've listed usually occurs when our Security System isn't sure you're the one taking action on your account. When logging into your account, I always recommend ensuring you're using one consistent device with your location services turned on. It's also a good idea to avoid using a VPN.
