Transaction completed but money not received

I received a payment on PayPal, which was auto-transferred to my linked Paytm bank account. The transaction shows as completed, but the money hasn’t reached my account. The paytm bank says they can't receive payments due to RBI guidelines, and now the money seems stuck. Who should I contact to resolve this? Any help is appreciated!
