Refunding troubles.

My dad sent me 200 dollars for school shopping but, I couldn’t accept the money because it was asking for tax ID. I didn’t give my tax ID because it’s not supposed to be a business transaction, I only receive money on paypal, NEVER send, and I don’t do taxes because I have none to do, as an unemployed minor. So I simply tried refunding the money, never accepting it because that would require my tax ID but, rather than simply sending back the 200 that was pending on paypal to my dad, this money hungry organization took 200 from MY bank account. Why did this happen? And why am I being asked to input my tax ID for a gift from my father?

Firstly it could have been that you were sent the funds using the goods/services option instead of friends/family so paypal saw it as a sales transaction?

Secondly you said you were a minor? You are not allowed to use or own a paypal account if you are under 18, if that is the case then your account may well be permanently banned.

If your funds were waiting to be claimed and were not on hold then as they were not in your balance any refund would be taken from your bank account instead.
