Problems with payment after adding new card

I've just added a new credit card to my PayPal account. I tried to use it to send money to an email address (a small donation to a group in Ukraine). PayPal didn't do the transaction. I got a message saying "Your account is not supported to do that". Why? What can I do? (NB: There were no buttons asking for confirmation or anything.)

 

Is this perhaps because I tried to use the new card immediately? Am I supposed to wait for some amount of time ("cooling-off period") before it starts working?
