Payment receive issue

My payment was cleared/completed on the 3 of august, it is now the 21st and I still dont have the money in my bank account. And I know its not something with my bank because I did a different transaction 6 days after and I got the money. The only difference is I chose to pay the few cents to get it expedited. I really shouldn't have to wait this long for my money if I didnt pay some cents to expedite it.
