My payment is on hold. Why i can't get paid from a friend for a glass of beer?

I am a new PayPal user, and my questions might seem silly, but I just want to understand how the service works since it was different when I used it several years ago.

I received $7 on my PayPal account from a friend. I just wanted to test if withdrawing money to my card works, but PayPal placed it on hold for 21 days. To unlock the funds, I am being asked to "Add Tracking" and do other things related to sales. However, this was not a sale, and I am not selling anything now. My questions are:

  1. Does this always happen? Am I doing something wrong if I just ask a friend to send me money for a beer via PayPal, and this service isn’t suitable for that if I don’t want to wait 21 days and attach a tracking code to something that doesn’t exist?
  2. I sometimes provide services and want to ask clients to send me money via PayPal. Services don’t have a tracking code, and I don’t want to create any Orders; I simply pay taxes and do other documentation in my way in my country. Is PayPal also not suitable for this kind of use?

I am a bit confused, thank you for your answers.

If you don't have the friends/family option in your country OR the sender did not use that option then all payments would be sent as if they were payments for goods or services. If you are new to 'selling' then you would be subject to the new seller hold as per links.
