Digital seller but my payments are always on hold and they won't approve my increase

I'm a digital seller and my products are all sold in a public store accessible by everyone, and everyone gets the same product. I've started to properly make an income of at least 3-4k a month, therefore I had to request an increase. All good till on the third month I once again had to request for an increase (i picked up to 5k income) but they decided to only make 1k available, knowing well i make over 3k. My issue is that i need that money in the bank for Visa reasons, and the site I'm selling on only supports paypal. It's impossible to speak to anyone from customer service. I understand that there a lot of scammers but having to wait days to get a payment approved makes things hard. Especially when it's a DIGITAL product. You would have no way to know either way so what really is the point of putting the payments on hold for digital products? The cases are even more troublesome cause they stop me from getting an increase, when It's just one person who is targetting me. Paypal does not actually read my side of the story, so even if i initially won the case, they decided to go back on their words cause the person filed a case with their bank. This is very demoralizing. Are customers always right even if my terms are clesrly stated before purchase with 'no refunds' in caps?

You are only allowed x2 paypal accounts if x1 is a personal account and the other x1 is a business account, if you have 2 or more of the same type you risk both accounts being limited / permanent ban and your funds frozen so proceed with care.

Why would it be possible to create accounts with the same number in the first place? They shouldn't allow it
