Inappropriate PayPal seller fee

A customer purchased an item from my online shop and paid PayPal, then cancelled the order for no legitimate reason a couple of hours later (no error on my item shop listing).  PayPal has now refunded the customer in full and has still charged me the seller fee.  What recourse do I have for being charged through no fault on my part?

Paypal no longer returns the fee you were charged when your buyer paid as part of any refund that you issue.
Paypal processes your buyers original payment and then the refund for you, the fee is for providing that service.

Then effectively sellers have no control over buyers that change their mind.  If it’s an expensive item say $1000, then sellers risk losing $30 to $35 due to carelessness on the part of the buyer which they have no control over.  Perhaps it’s appropriate to file a complaint against PayPal with consumer affairs or the BBB.  I’LL WAIT TO SEE WHAT PayPal says about any way to avoid such future charges because of buyer conduct which sellers have no control over.  The buyer simply said she didn’t fully understand what she was purchasing so changed her mind a couple of hours later

Well sellers do have a choice, if its for 'no reason' then you can refuse to refund.

Paypal will only force a refund if the buyer wins a dispute for non receipt of item OR item received but not as described.

 

So if you choose to refund the buyer for 'no reason' then that was your choice. Paypal only charged you a fee for providing you with the service of transferring the payment and the refund for you.
