I'm trying to use paypal's "bill pay" functionality to pay my taxes in Raleigh NC. I've selected the "Wake County Revenue Department" as the bill and input my account related to them. Now I have my bill , I'm trying to pay them. But when I do it eventually reroute me to a page saying "Things don't appear to be working at the moment"

Same problem here. Though I am paying property tax in NY. "Things don't appear to be working at the moment. Try again" keep showing up. I did a little research on that. It has been a common problem for a lot of users. I did make sure "encrypted website payments" setting is OFF.  Still, not working.

I’m happy to know that I’m not the only one, and also sorry that you are facing the same issue. I tried to contact PayPal for the issue and they are not helpful at all…

Hi Bindu, Thank you for responding on my topic/issue. Here are things I’ve done regarding what you recommended , 1. I don’t know how to clear cache/ cookie on the PayPal app. However I did try it on my computer with new browser / any browser in incognito mode, tried clearing cache, cookie on brave browser . Nothing worked 2. Before coming here , I did try both calling and messaging the customer service team. I explained to both party that here is what happened when I tried using “pay bills” I select the bill pay record I’ve created for “wake county revenue department” which during the process I entered my account number. Then I select the amount I would like to pay. Then when I click next , it tries to reroute me to a few screen before ending me in the “something is not working” screen When I called the lady I tried to explain to her I’m using bill pay unfortunately she do not know or use pay bill on PayPal. Then she said she did see my initiation of attempts but no bill agreement was done. This leads to she asking me to initiate the paying process from the merchant ( in this case wake county tax department ) which they do not offer PayPal method of paying. When I expressed my frustration, she then hung up on me…. When I message the team , they keep asking about billing agreement that if I did that or not and that from their perspective my account does not have any issue. I told them I haven’t even gotten the chance to do so in which I explained the process I mentioned above. Which then I went to bed and they ended the conversation. Can you help with the info that I’ve just provided? Or the best way would still be going back to the customer service team and keep explaining ?

Hi @BkEMT

Thank you for your reply. I appreciate the insight into what you've done already, and I'm sorry to hear that the issue persists.

There's a possibility that the transaction is not going through because our security system is blocking the payment. If there's risk detected, the system may prevent a transaction from occurring, or may rule out a specific payment method. I regret that, beyond giving it some time to reset and trying again at a later date with cleared cookies and cache, there's not much that can be done there, if that is the case. If the transaction continues to be prevented in these circumstances, you would need to find another means of making the payment.

I'm sorry for the inconvenience.

Olivia

Not really… from my understanding from friends that are still able to pay through pay bill. They set up the account and paid at least once before this year. So I’m assuming PayPal are not allowing users that haven’t pay before use this functionality.

Someone has looked at the http request log and found that it's the step for 'Token Approval' that's reporting error. Can developers from PayPal look into this?

I am having the same issue. The issue is nothing to do with cookie or computer. It is on PayPal side. Can someone fix this ASAP? I have friends who had used this service 6 months and it is not working for them either. Please fix.
