Error when trying to bill pay "Wake County Revenue Department" within paypal

I'm trying to use paypal's "bill pay" functionality to pay my taxes in Raleigh NC. I've selected the "Wake County Revenue Department" as the bill and input my account related to them. Now I have my bill , I'm trying to pay them. But when I do it eventually reroute me to a page saying "Things don't appear to be working at the moment"

Same problem here. Though I am paying property tax in NY. "Things don't appear to be working at the moment. Try again" keep showing up. I did a little research on that. It has been a common problem for a lot of users. I did make sure "encrypted website payments" setting is OFF. Still, not working.

Thank you for your reply. I appreciate the insight into what you've done already, and I'm sorry to hear that the issue persists.
There's a possibility that the transaction is not going through because our security system is blocking the payment. If there's risk detected, the system may prevent a transaction from occurring, or may rule out a specific payment method. I regret that, beyond giving it some time to reset and trying again at a later date with cleared cookies and cache, there's not much that can be done there, if that is the case. If the transaction continues to be prevented in these circumstances, you would need to find another means of making the payment.

Someone has looked at the http request log and found that it's the step for 'Token Approval' that's reporting error. Can developers from PayPal look into this?

I am having the same issue. The issue is nothing to do with cookie or computer. It is on PayPal side. Can someone fix this ASAP? I have friends who had used this service 6 months and it is not working for them either. Please fix.
