Costs with refund with a UK service provider

Hallo, I wonder whether any of you has my experience with a refund with a Uk service provider via PayPal I paid £140 € 169,65 on 28/12 and received as refund 146,64€ on 29/12 . The service provide refunded me £140 but PayPal apparently gained 23€ which means 13% of the amount which I find not accepted as tariff and exchange rate gain. Any views?

Fees are listed on paypals website for each country and currency conversion is in your paypal wallet.
