You would need to talk to your card issuer and see if they can sort the refund for you.
Most card companies will still process refunds to blocked cards for you.
If its declined by the card issuer then it may bounce back to your paypal account.
Allow 5-7 days and if no sign contact customer services for a trace?
Advice is voluntary.
