I can't request money. Although my country is on the list of countries that paypal works with.

Unfortunately, your country cannot accept payments. Paying online (shopping) or sending money for goods and services only.

You only have the ‘personal’ menu at the top. Countries that can accept payments also have the ‘business’ menu.
