is any one else having problems issuing a refund ?

I recently had to issue 2 refunds .I have followed the Paypal instructions and go to activity - select the transaction - but the option to refund is not available. I have managed to issue the refunds through Paypal chat assistant and I have tried to flag the problem with PayPal , but their message us service people don't seem to get the problem. They keep saying that I have issued the refunds....yes I did but not through my transactions page but by going through Help> message us> PayPal chat assistant. Why cant I issue a refund the way Paypal recommends on their own help page ?

Also messenger continuously says its unavailable and to use another form of contact.

Welcome to the PayPal Community Forum! I'm sorry to hear you've run into some road-blocks issuing a refund. Have you tried clearing your browser's cache and cookies or potentially through another browser? If the option to refund was available through our virtual assistant, it may have been a local device or browser issue. Either way, I can understand it can be a bit concerning. If trying a different browser doesn't work in the future, please feel free to reach out to our Customer Support teams for assistance.
