Money is on hold so I can't issue a refund because of insufficient funds.

So I recently sold an item on grailed. The buyer bought the item and I was supposed to ship it the next day. The buyer this morning said that he wanted a refund as he wasn't interested anymore. I went to issue the buyer a refund but it said I had insufficient funds to do so. I went to my transaction history and it turns out the money I was supposed to receive is on hold. So I can't issue a refund until I get that money.

Even if it wasn't on hold you may not have enough for the refund if you 'only' had that buyers payment in your account balance.

The fee you were charged when the buyer paid is not returned as part of any refund made, so your held funds (minus fee) would have to be topped up from your bank account to cover that fee element.
